[in]	filename	= Filename of file to read.
[in]	password	= password.
[in,out]	psize	= Size in bytes of file buffer, returns bytes read from file.
[out]	p	= Pointer to file buffer
[in]	timeout	= Timeout in us, standard is EC_TIMEOUTRXM
